About Internship and Community Service (ICSP)

The National Department of Health’s (Internship and Community Service Programme) ICSP Online System, is an online System that administers the application of health professions that are required by law to perform both medical internship and community service programs. There are only two Cycles per year (i.e. Mid-year Cycle and Annual Cycle).

The online System accommodates two Programmes:

  1. Medical Internship – Medical graduates (Doctors) are required to perform a two (2) year medical internship programme in accordance with Section 61 of the Health Professions Act 56 of 1974 and associated regulations relating to the registration and training of interns in medicine.
  2. Community Service – Legislation prescribes that certain health professional graduates (i.e Audiologist, Clinical Psychologist, Dentist, Diagnostic Radiographer, Diagnostic Sonographer, Dietician, Environmental Health Practitioner, Medical Practitioner, Nuclear Medicine, Radiographer, Occupational Therapist, Pharmacist, Physiotherapist, Professional Nurse, Radiotherapy, Speech and Audiology Therapist and Speech Therapist) are required to complete a one-year of remunerated community service at health establishments as approved by the Minister of Health prior to registering as independent practice by the Health Regulation Bodies. The purpose of this Policy is to ensure a better distribution of health professionals to under-serviced and rural areas. Thereby improve equitable access to primary health care services.

2024 Midyear Cycle Information

STANDARD OPERATING PROCEDURE (SOP)

Dear Applicants:

  • Opening and closing dates:
    • The ICSP system will open for registration from Monday 17 May 2024 to 27 May 2024 (NB. Registration and application)
    • All eligible applicants who qualify to assume duty from 1 July 2024 must apply for allocations through the ICSP Online System via the portal https://icsp-doh.org.za
    • Applicants who were allocated and assumed duty in the previous Cycles are not eligible to apply and will not be considered for allocation.
    • In accordance with the approved guidelines, South African Citizens and Permanent Residence will be prioritised for allocations.
    • Rules of Special Considerations do not apply during the Mid-Year Cycle
    • An allocation is not the equivalent of an offer of employment. No permanent or irreversible decisions should be made until a written offer of employment is received from the province or relevant Department
  • Communication with Applicants
    • In line with the Protection of Personal Information Act, only applicants can communicate with the National Department regarding their allocations. No individuals acting on behalf of the applicant/s will be entertained.
  • Allocation Rules
    • Applicants who reject an allocation will only be re-allocated after all applicants have been allocated and if resources are still available. (i.e. go back in line).

Quick guide: Steps to follow.

  1. Information on how to apply will be uploaded onto the website for applicants to follow. – http://www.health.gov.za/icsp.
    • Applicants must apply through ICSP Online System (No pre-registration or emails will be sent to applicants to apply.) https://icsp-doh.org.za
  2. Familiarize yourself with the process and timeframes. (Open and closing dates etc.)

Registration on the ICSP Online system (If not yet registered):

Step 1:

  1. Click on the 24 Midyear Cycle link to go to the registration page or you can type the following URL in your web browser: https://icsp-doh.org.za/login
  2. If you already have an account, login using your email address and password.
  3. If you do not have an account, click on “Register for 2024 Midyear cycle.”
  4. Complete the form with your personal details and click “Register”!
  5. The system will send you an email to verify your email address, click on “verify” and login.
  6. Click “add Verification” and verify if all your details are correct and click ‘Next.”
  7. Complete all 5 steps of verification and upload documents if applicable.
  8. You can view and edit your details by clicking on “View.”
  9. This process is only to be registered on the ICSP Online System. Only when the system open for application then you will be allowed to apply for available position. (Details will be provided on how to apply and when the system open for application on the NDoH website and the ICSP Online System)

Applying for a post:

Notes:
• All allocations are subject to provincial confirmation. An allocation is not
the equivalent of an offer of employment. No permanent or irreversible
decisions should be made until a written offer of employment is received from
the province or relevant department.
• As per the terms and conditions of the use of ICSP Online system, all
applicants are expected to provide accurate and truthful information.
Applicants found to have provided information to mislead or manipulate the
employer will be referred to their professional council or board for disciplinary
action.
Rejecting your allocation is likely to impact upon your ability to commence
your internship / community service for the 2024 cycle as posts are
constrained and the post will be given to the next available candidate and
prognosis for an alternative allocation is not very good.

Application:
• Please use the following URL – https://icsp-doh.org.za/login to login by using
the same credentials used for verification.
• Applicants can view posts available on the ICSP Online System
• Make sure to complete the registration process before applying. (Registration
and applications not completely correctly will not be considered for
allocations)
• Only applicants who may meet all the requirements will be considered for
allocation.
• Click on application then the system will display 2 options.
You have two options to choose from regarding your preferences. Below,
we’ve provided detailed information on each option. Please read through them
carefully to decide which one best fit your needs and goals. Once you’ve
made your choice, click on the preferred option to begin your selection
process.

    • Option 1
      • Three (3) choices in Primary (First) province (2 choices can be
        in one district, and at least 1 choice must be in a second district)
      • One (1) choice in Secondary (Second) province
      • One (1) choice in Tertiary (Third) province
    • Options
      • Two (2) choices in Primary (first) province (The 2 choices may
        be in same district or different districts)
      • Two (2) choices in Secondary (second) province (each must be in
        a different district)
      • One (1) choice in Tertiary (third) province
  • Then you can select the preferred provinces and organizations and submit
    your application
