This section covers questions about the NDoH Licensing Unit.

Pharmacy Licensing

Applications for pharmacy premises licences are submitted online on the Department of Health portal hosted by the South African Pharmacy Council (SAPC) - www.sapc.za.org.

Note: No physical applications will be required to be submitted. All documents must be uploaded on the online application.

First time applicants:  Go to Members of the Public tab - Apply for Pharmacy Licence. 

Second time applicants: Login onto your online Group Owner profile and submit an application.

Change of ownership applications / Relocation: Liaise with the SAPC customer care on 0861 7272 00 or customercare@sapc.za.org to be given access into the online profile of the pharmacy you wish to change ownership of. This will enable you to login and submit a change of ownership application. Do not submit Change of Ownership or Relocation applications as new.

The person applying on behalf of the deceased person must provide the letter of executorship issued by the Department of Justice and the certificate of death.

Log in to the SAPC website www.sapc.za.org with the credentials you created when applying online, you will be able to track progress of your application.

Dispensing / Permits / Yellow Fever Licencing

It is not for you to advertise your intention to apply for Dispensing Licence / Permit / Yellow Fever Licence.

  • R1000.00 (Dispensing licence new application fee)
  • R200.00 (Dispensing licence Annual fee)
  • R250.00 (Additional application fee)
  • R200.00 (Additional Annual fee)
  • R250.00 (Relocation fee) and it will be plus outstanding annual fees if there is any.
  • If you have more than one (1) licence it will be an annual fee per licence.
  • Reprint fee (R250.00) if licence lost / damaged.

Our process takes 90 days from the day we have received all required documents.

Government Departments does not issue Invoices/Statements.

Follow the steps below to apply for a licence or permit:

  1. Register on the PuLSe online application, by clicking on the "Click Here" button, which appears below 'Apply & Manage Licences/Permits' on the PuLSe public page
  2. Click the "Practitioner Sign Up" button to register
  3. After registration follow the instructions that are sent to your email address to start your application for a licence or permit

Advertising your intention to apply for a licence/permit is not necessary.

You can just register on PuLSe and follow the instructions on how to apply for a licence/permit. 

Dispensing Licence & Compounding and Dispensing Licence - Private sector only

  • R1000.00 – New application fee
  • R250.00 – Application for an additional (compounding and) dispensing licence
  • R250.00 – Application for the relocation of a (compounding and) dispensing licence
  • R250.00 – Application to amend current premises address of (compounding and) dispensing licence
  • R200.00 – Annual fee payable for each license issued


Yellow Fever License
Private sector only

  • R450.00 - New application fee
  • R250.00 - Application for an additional yellow fever license
  • R250.00 - Application to amend current premises address of yellow fever license
  • R100.00 - Annual fee payable for each license issued

Section 22A (15) Permit 

  • No fees payable for the permit

Regulation 31 - Midwife Permit 

  • No fees payable for the permit

Pharmacy Premises Licences 

  • R1000.00 - New pharmacy application fee
  • R250 - Application for reprint of pharmacy licence

The licence/permit application procedure will start once you have uploaded the documents supporting your application. A new application is finalised within 90 days of receipt of all required documentation.

The application for a Section 22A (15) Permit of the Medicines and Related Substances Act (Act 101 of 1965) follows a different procedure.

These permits are issued by the Director-General after consultation with the South African Pharmacy Council (SAPC). On receipt of your online application, a copy of the application will be submitted to the SAPC for consideration with reviews taking place once a quarter. The National Department of Health finalises all applications within 30 days of receiving a recommendation from the SAPC.

  • As soon as you have completed your application online, the system will e-mail you an acknowledgment of receipt, with details of the supporting documents that you are required to upload,
  • After successfully uploading your documents from your Home Page of the PuLSe system, the status of the application will change to "Documents Uploaded", and the receipt date and time will be displayed,
  • This Status function on your Home Page will allow you to track the progress of your application until its completion.
